Harvey of the Chinese Consular Service on the 31st of July and 4th of July last and found him to be suffering from dementia, the cause not being ascertainable. We recommended his removal to Hospital where he remained until August 17th by which time his symptoms had much improved and we considered it unnecessary that he should be subject to further restraint. We are of decided opinion that he is quite unfit to perform his duties.
