I may add that through the friendly intervention of the Officers of my Government M. Harvey has given up all the papers connected with his Consulate which have been duly handed over to Sir Brooke Robertson.

We the undersigned, certify that we have seen and examined Mr. R. Harvey of the Chinese Consular Service on the 31st of July and 4th of July last and found him to be suffering from dementia, the cause not being ascertainable. We recommended his removal to Hospital where he remained until August 17th by which time his symptoms had much improved and we considered it unnecessary that he should be subject to further restraint. We are of decided opinion that he is quite unfit to perform his duties.
